Born and raised in San Francisco, Nancy received a B.A. from U.C. Berkeley, an M.A. in English from the University of Nebraska, Omaha, and a J.D. from Santa Clara University. She has lived in Santa Barbara since 1982. An active member of the non-profit community, Nancy has served on a number of boards with a focus on children and education including CALM, Future Leaders of America, and the Santa Barbara Education Foundation.
Beginning with her involvement in PTA and Site Council, Nancy went on to serve as a Santa Barbara School Board trustee for two terms, chairing the board for 3 years. She co-chaired the successful Measure V school bond campaign in 2000 and has been on the steering committee of two more successful school bond and parcel tax campaigns.
During her time on the SBUSD Board of Trustees Nancy was proud to support SBCC dual enrollment classes on high school campuses, the Middle College program, and access for high school students to enroll in classes on the SBCC campus.
After serving on the school board, Nancy joined the Central Coast Planned Parenthood Action Fund board for two back to back terms. She has been a Women’s Fund member for the past 14 years and has served in several leadership roles, currently serving as chair of the Governance Committee. Nancy is also a member of the SB County Committee on School District Organization.
She is married to Lawrence Harter. They have three adult children, four grandsons and a granddaughter.
